I have tried every KB article I could find and every registry hack you could think of. The intermittent issue comes in that for some users, manually syncing on the mobile email clients then proceeds to sync. Verify that the Exchange mailbox Server is working correctly.   I have googled this error and tried all that I can find on it, including recreating the ExchDAV Virtual Directory in Verify that the Exchange mailbox Server is working correctly.
