Edit: I went on Safe Mode again, still explorer is over 50% and also system idle process(I finally managed to show all processes -.-') is constantly 30-40%. You never know when one will leave you. I was forced to do a system recovery. A directory in Program Files called SVCHOST, with two files in it. Sometimes IE hangs or goes bananas though.
